The Salem City Council is scheduled to hold two meetings and a public hearing Monday night.
A special meeting is set for 5:15 to consider formation of a non-profit city foundation to support educational programs and resources to underserved individuals and families, supporting community development initiatives, conducting charitable activities that improve the quality of life in local communities and administering contributions for charitable, educational and related exempt purposes.
A public hearing will follow at 5:50 to gain public input on further improvements to Bryan Memorial Park that can be completed through an OSLAD state grant that the city will be applying.
At the regular council meeting at six Monday night, the council will consider making application for both the OSLAD Grant and an ITEP State Transportation Grant Application for a downtown streetscape program that would include streetscape improvements including ADA compliant sidewalks, decorative stamped boulevard, detectable warnings, pavement markings, pedestrian signal upgrades, and pedestrian lighting along Main Street from Pearl to Jefferson, McMackin Street from Pearl to Broadway, and Broadway from North Alley to Church Street.
A service agreement with Foresight for repairs to the exterior of City Hall will come before the council. The project will include removal of existing coating from the south and west wall above the lower roof of city hall, tuckpointing the masonry, block in existing windows, and clean and seal masonry.
The council will be asked to approve a special use permit to allow for residential units above the first story of 123 West Main Street. The planning Commission unanimously recommended granting the special use permit provided there is a second inspection of the apartment once the renovation, including roofing repair and plumbing have been completed.
An ordinance amendment will be presented to reduce the number of liquor licenses due to licenses being turned in. El Patron Mexican Restaurant has voluntarily surrendered its Class B Liquor License and Lucy’s Place has turned in its Class E license for a video gaming facility.
The council will also be asked to continue a utility gas management plan with Utility Gas Management with an increase in fees.
All meetings will be held in the city council chambers at city hall.
