The Salem City Council Monday night, will be asked to approve a new residential and business TIF that stretches through a large part of the community, drawing concerns from some taxing bodies.
There are a total of six agenda items covering the new TIF-4 that extends from near Boone Street and Interstate 57, south along the Airport Road, to a business area near I-57 and West Main, travels east on Main to near the Union Pacific Railroad, and southeast to the area near the Marion County Fairgrounds.
The ordinances note that the majority vote of the other taxing bodies did not express opposition and there was no oral or written complaint lodged by the public. Two other resolutions confirm it complies with the state law and qualifies for the formation of a TIF District, while another sets forth the administration of the TIF-4 District in accordance with Illinois State Law. Two others remove property owned by councilman Russ Bringwald, as well as a few parcels from the downtown TIF to the new TIF-4. The council is being asked to table an Intergovernmental Agreement with other taxing bodies until language can be negotiated and finalized with all parties that benefits all Salem taxpayers can be reached.
Salem High School Superintendent Dr. Brad Detering and Salem Fire Chief Jim Cerny have both expressed concern over the amount of property included in TIF-4 that they fear could limit property tax growth and potentially lead to property tax increases. However, Community Development Director Leah Dellicarpini hopes surplusing the increased increment for some properties that will not see improvements from the district should help alleviate those concerns.
The council will also consider a TIF3 agreement with Salem Travel Bureau for a tightly scoped facade update. A new awning is planned. City staff is recommending a $2,912 reimbursement once the project is completed.
The meeting begins at six on Monday night at Salem City Hall.
