The Salem City Council Monday night will consider surplus of Edith Kell Park on South Washington Street and will be asked to approve downtown tax increment financing to renovate a downtown building in disrepair.
The city’s strategic plan and comprehensive plan both indicate the city has too many underutilized parks to maintain and there is a need for more new housing. If Edith Kell Park is surplussed, the council will be asked to change zoning for residential development. At one time, the park had ball fields, but those were removed years ago.
The council will consider the downtown TIF assistance for Jeb Harrell who recently purchased the building at 121 to 123 West Main at a tax sale. The plan would reimburse Harrell $10,000 for roof replacement, $3,987 for west wall improvements, and $3,000 for flooring improvements. Reimbursement would be made after each project is completed.
The council will consider a civil engineering contract for $19,812 to design the Cottonwood Lift Station Rehabilitation.
The agenda also includes amending the ordinance regulating development in flood plain areas.
The meeting will be held at six Monday night at Salem City Hall.
