A 42-year-old Texico man has been arrested by Centralia Police on outstanding Effingham and Franklin County failure to appear in court warrants. James Barrett of North Toll Road was taken to the Marion County Jail. He posted a $500 bond on the Franklin County warrant involving a burglary case and was given a notice to appear on the Effingham County warrant on a retail theft case.
