The Salem City Council Monday night is expected to adopt next year’s budget and make a decision on a special use permit for a craft cannabis grow facility in the west side industrial park.
The council will review the Salem Planning Commission’s recommendation was to unanimously reject a Special Use Permit for Tracy Murray, as represented by the Hometown Heroes Consulting Firm, for the cannabis grow facility. The final decision on the special use permit lies with the city council.
The council will be asked to approve the city budget for the fiscal year beginning May 1st. The overall budget has an overall deficit of $42,000, but has $18-million in reserves to cover the shortfall. A public hearing on the budget will be held at the start of the meeting at six Monday night. The council will also be asked to allocate $800,000 in revenue over projections for the current fiscal year. City Manager Rex Barbee is recommending $400,000 be given to the park fund which generally runs in the red and the other $400,000 to further fully fund the police pension fund.
A low bid of $320,185 from JK Trotter and Sons for construction of the new Kell Street waterline replacement from South Broadway to South College is being recommended for approval.
A second reading will be given to an ordinance change that would set the cost of gas tap on fees based on what it will cost the city to perform the work. Barbee says right now the $900 fee is often well under the cost of making a tap.
The council will also consider purchase of materials for the summer oil and chip program. A bid of $173,743 from Howell Paving for seal coat and $48,553 from Beelman Logistics for aggregate are being recommended.
