A 51-year-old Centralia man has been ordered held in the Marion County Jail without bond until his next court appearance on three counts of unlawful delivery of methamphetamine.

Jeffrey Foutch of South Walnut was arrested on the outstanding warrant on Tuesday by State Police.   At the time of his arrest, Foutch allegedly had approximately 20 grams of suspected methamphetamine in five individual baggies concealed in his underwear.

One of the new charges is a Class X felony for delivery of between 15 and 100 grams of the drug.   That count, if convicted, would require a sentence of between six and 30 years in prison.  The other two charges are Class 1 felonies for delivery of between five and 15 grams of meth.

The delivery to confidential sources occurred in September 2024 and February 2025 during an investigation led by the Southeastern Illinois Drug Task Force.  The Marion County State’s Attorney had authorized an eavesdropping device for the purchase.

Foutch was out on pretrial release from Clinton County on possession of methamphetamine and drug paraphernalia charges at the time of his arrest on Tuesday.  A condition of that release was that he would not violate any criminal statue which appears to have been violated by possessing a substance believed to be methamphetamine
