Marion County 911 Coordinator Stacy Bradford is stepping down from the position after 11 years.
Bradford will be joining Allerium, which does customer service work for Next Gen, the system that locates where cell phone calls are being placed to 911.
Bradford says it was a tough decision to make, but her new job will allow her to work remotely from her home, and she’d love to remain involved in the Marion County 911 system once she leaves the coordinator’s position.
Bradford says getting the Emergency Telephone System Board policy redone, the installation of Next Gen to track the location of cell phones, digital recording, new protocol software, new AI software to help the telecommunicators, and the recently completed in school mapping program for all the schools in Marion County.
A search for a replacement for Bradford is now getting underway. The position is responsible for the overall day to day management and coordination of the countywide 911 operations, ensuring compliance with state and federal requirements, and supporting multiple Public Safety Answering Points law enforcement agencies, and telecommunications. Position Summary
The Marion County Emergency Telephone System Board (ETSB) is seeking a highly motivated and experienced professional to serve as the Marion County 911 Coordinator. This position is responsible for the overall day-to-day management and coordination of countywide 911 operations, ensuring compliance with state and federal requirements, and supporting multiple Public Safety Answering Points (PSAPs), law enforcement agencies, and telecommunicators.
This is a hybrid position requiring work remotely, in the ETSB office, and on-site at PSAPs throughout the county. Some travel is required for meetings, trainings, and conferences.
Key Responsibilities
- Oversee daily operations of the countywide 911 system under the direction of the Marion County ETSB
- Maintain and manage addressing and GIS-related processes, including issuing and updating addresses
- Administer and support multiple software systems, networks, and users, including law enforcement and telecommunicators
- Oversee implementation, maintenance, and upgrades of CAD, NG911, radio, mapping, and other public safety systems
- Ensure all PSAPs and telecommunicators are properly certified and operating in compliance with Illinois and federal requirements
- Establish and maintain telecommunicator training standards, certifications, and continuing education criteria
- Develop, implement, and maintain policies and procedures related to 911 operations and ETSB governance
- Monitor and interpret state and federal legislation affecting 911 operations and ensure local compliance
- Serve as primary liaison between ETSB, PSAPs, law enforcement agencies, vendors, and community stakeholders
- Establish and maintain professional relationships with vendors and service providers
- Manage procurement processes, including contract coordination and vendor selection
- Identify, apply for, and manage state and federal grants, including grant writing and compliance reporting
- Lead and coordinate special projects, technology upgrades, and operational improvements
- Prepare reports and presentations for the ETSB and other governing or advisory bodies
Minimum Qualifications
Applicants must meet one of the following:
- Hold an active NENA Emergency Number Professional (ENP) certification or have completed the APCO Certified Public-Safety Executive (CPE) Program
AND - Bachelor’s degree in Business Management, Public Administration, or related field
OR - Five (5) or more years of experience as a Dispatch Manager, Supervisor, or Director in a public safety communications center
Additional Requirements
- Valid driver’s license, current auto insurance, and reliable vehicle (required for addressing and PSAP visits)
- Ability to pass a criminal background check
- Must obtain and maintain CJIS certification
- Strong organizational, communication, and project management skills
- Ability to work independently while coordinating with multiple agencies and stakeholders
- Comfortable working with technology systems and vendor-supported platforms
- Must live within Marion County in 6 months of hiring
