Illinois State Police have arrested the adoptive mother of a 14-year-old Vandalia girl who was murdered last week.  65-year-old Donna Toberman was charged with four counts of unlawful possession of a firearm without a requisite firearm identification card.

Earlier, 43-year-old Arnold Rivera of Vandalia was charged with two counts of murder for allegedly strangling Kylie Toberman with jumper cables.   He’s also charged with two counts of criminal sexual assault and two counts related to concealment of the death.  Rivera, who is related to the victim, has been ordered without bond pending further court action.

Donna Toberman was arrested after a search warrant was executed on Thursday at her home in the 1100 block of West Gallatin following an ongoing investigation by Illinois State Police, Vandalia Police, and the Child Death Investigation Task Force.   Multiple firearms were reportedly located inside the home.  She was taken to the Fayette County Jail.
