Clinton County Sheriff Dan Travous says a rural Breese man has been charged with three Class 4 felony counts in Clinton County of unauthorized videotaping in connection with two cameras found in temporary bathrooms at a St. Rose Church picnic earlier this month.

Marco Monreal-Rojas did not qualify to be detained on the charges under the SAFE-T Act so he was placed on GPS monitoring and released from the Clinton County Jail.  Just after his release, Travous said he received a notification that agents from the Immigration and Customs Enforcement took him back into custody.

The sheriff reports after taking possession of the devices, detectives began the process to identify those responsible for this ‘gross violation’ of privacy.  Travous says first and foremost, the data from the devices was not transferred in any way or seen by anyone other than the detectives.  He adds that due to the very dark lighting in the portable bathrooms, the video quality is poor at best.  Travous says the videos are almost completely dark, and no one is recognizable.

Travous notes Monreal-Rojas is innocent until proven guilty.
