The Salem City Council on Monday night entered another pre-development TIF Agreement for the proposed TIF4.   The agreement is with Glenn Henderson of Salem Tire.  The agreement will allow him to be reimbursed for up to $370,000 for TIF eligible project costs including remodeling and expanding the workshop as well as training the workforce for the business.  Both Salem Tire sites on West Main and I-57 as well as on East Main near the railroad underpass are included.  The agreement will only take effect if the city approves TIF4.

The council approved the annexation of property at 1700 West Blair into the city limits owned by Rebecca Hall.  It will be added to either TIF 2 or 4 which it adjoins.

The council approved two special use permits earlier approved by the planning commission.  They were for Moore Than Behavior to utilize the former My School Building at 400 South Pruyn for his businesses and to allow Jered Gambill to have an upstairs apartment above Leon Chapman’s business in a building he owns at 210 West Main Street downtown.

The council approved a bicycle, pedestrian and streetscape plan in hopes it will allow the city to receive grants to provide better sidewalks along major roads and to schools.

The council approved a mandated update to its Flood Plain Ordinance required by the Illinois Department of Natural Resources.  Outgoing City Manager Annette Sola says the change doesn’t change boundaries but does change some procedures for those in the flood plain.

The council approved the purchase of two new public works vehicles from Schmidt Ford of Salem which was the only bidder and two new 72-inch mowers for the parks department from low bidder Ace Auto Sales and Detailing in Salem at a cost of $23,980.

No action was taken following a closed session for sale of real estate and litigation.
