A 31-year-old Salem man has been arrested on an outstanding failure to appear no bond Clinton County warrant for driving on a revoked license. T.J. Wilkins of North Jefferson Street was initially taken to the Marion County Jail and later transferred to the Clinton County Jail at Carlyle.
