Ruthann E. Delaney, 92, of Mount Vernon, Illinois, passed away at 11:42 pm on December 18, 2023, at Mount Vernon Health Care Center in Mount Vernon, Illinois.
She was born December 1, 1931, in Bluford, Illinois to the late Charles Clark and Susie Blanche (Orrick) Crouch. Ruthann married William Earl Phelps and later Robert Delaney and they both preceded her in death. Ruthann is survived by her children, Ronnie Phelps and wife, Ann of Mount Vernon, Gary Lynn Phelps and wife, Johnetta of Kell, and Ruby Baltzell of Mount Vernon; grandchildren, Crystal Ballard and husband, Faron of Mount Vernon, Jamie McGehee and wife, Dolores of Mount Vernon, Gary McGehee and wife, Donna of Mount Vernon, Michelle (Winkler) Helpingstine of Mount Vernon, Randy Baltzell of Urbana, Sherri Baltzell of Ohio, Stephanie (Baltzell) Watts and husband, Wes of Oklahoma, and John Phelps of Kell; and a growing number of great-grandchildren; several nieces and nephews; and brother, William Crouch of Sycamore.
In addition to her parents and husbands, Ruthann was preceded in death by her infant son, Roger Phelps; daughters, Linda Bochantin and Julie Ann McGehee; son, William Earl Phelps, Jr.; son-in-law, Gleason McGehee; and thirteen brothers and sisters.
Ruthann worked as a CNA and retired from Dowzer. She attended Second General Baptist Church. Ruthann loved to garden and to make quilts for every child and grandchild. She will be greatly missed.
